Business Analyst, Metropolitan Police

Location: Central London
Salary: £32,341 plus £3,216 location allowance

Tackling terrorism means keeping up with a fast-evolving threat. At our National Counter Terrorism Policing Headquarters (NCTPHQ), we’re constantly adapting our approach to ensure it’s fit for the challenge. As a Business Analyst, you’ll be at the very heart of what we do, shaping the way our Counter Terrorism (CT) network operates. It’s fascinating work – and who knows? – it could save lives in the future.

The NCTPHQ supports the entire UK CT policing network. The Change pillar oversees complex changes within NCTPHQ that determine the way CT works. You’ll be based in this area, within the Strategic Design Authority (SDA) – a newly created unit. Here, you’ll analyse the CT network and create high-level designs that shape its structure and operations. All design documents must have quality assurance and adhere to best practice. You’ll also provide the rest of the network with expert advice on business analysis methods.

This is a chance to have a direct impact on the way we tackle terrorism. You must therefore be an experienced Business Analyst with broad-ranging expertise. We’ll expect you to be comfortable using formal methodologies and developing business operating models. You should also be ready to review business cases and support projects through their lifecycle development. On top of your technical skills, you’ll need a gift for relationship management. About the Role

As a Senior Business Analyst at DWP you will undertake work that makes a difference to people’s lives. You’ll be recognised and valued for your contribution.

Core responsibilities:

  • Building strong working relationships with stakeholders, analysis of stakeholder objectives and the underlying issues arising from investigations into business requirements
  • Capture user needs, mainly through interviews and workshops (but also through techniques such as surveys and document analysis etc. determining the right tool to use for the situation.) to create high level business process descriptions / diagrams, and epics and stories in an Agile backlog
  • Support and advise the product owner in agreeing the right mix of features/stories for each sprint, including functional and non-functional requirements
  • Elaborate stories and define acceptance criteria as part of a Behavior Driven Development (BDD) and/or Test Driven Development (TDD) approach to software delivery
  • Support and advise the product owner in communicating the benefits of outcomes to gain acceptance/approval
  • Identify business improvements in information systems and procedures e.g. predict user and financial benefits and how channel shift will be measured

Successful Business Analyst candidates will have the following essential skills and experience:

  • Understands the Project Lifecycle, Project Definition, scoping principles, the roles of different stakeholders in this environment and the importance of the BA role at each stage; understands the roles and responsibilities of a Business Analyst in supporting delivery of requirements from both a technical and business perspective
  • Has experience of building a long-term strategic relationships with senior stakeholders. Acts as a single point of contact and facilitates access to colleagues and subject matter experts. Negotiates at senior level on technical and commercial issues and influences the development and enhancement of services, products and systems

Desirable skills and experience:

  • BCS International Diploma in Business Analysis – four modules: Business Analysis Practice and Requirements Engineering and one knowledge based specialism and one practitioner specialism
  • Previous experience of working in an Agile Project Environment using analysis techniques and an understanding of different approaches e.g. Scrum, XP, DSDM is highly desirable
  • Can construct complex process and data models using mapping standards and software (BPM, Visio) for significant change programmes and across multiple business functions. Obtains input from and communicates modelling results to senior managers for agreement

Salary

National base salary: Up to £48,694
London base salary: Up to £50,476

Where the maximum salary is offered an additional allowance may be payable based upon assessment of capability / skills. In all cases the allowance is non-pensionable. The requirement to continue paying the allowance and the amount payable is subject to review at least annually.

About the Role

As a business analyst at DWP you will lead small to medium projects and support larger and more complex projects. You will manage stakeholder relationships, and advance the business analysis community through sharing of best practice and mentoring others. You will be proactive in your own development to work towards practitioner level.

You will have the following essential skills and experience:

  • Excellent stakeholder management skills and experience of negotiating with stakeholders at senior levels
  • Understanding of Project Lifecycle, Project Definition, scoping principles, the roles of different stakeholders in this environment and the importance of the Business Analyst role at each stage
  • Can elicit requirements using a range of elicitation techniques including stakeholder interviews, workshops, use cases and document analysis in order to understand current processes and gather new requirements. Can Identify both functional and non-functional requirements, elicit, document and prioritise high level and detailed requirements
  • Investigates operational requirements, problems, and opportunities, seeking effective business solutions. Is responsible for the analysis of stakeholder objectives and works iteratively with stakeholder to identify potential benefits and available options and develop business cases
  • Produce quality requirements documents under supervision and direction of Senior BA; can construct basic process models, interpret and construct basic data models. Has awareness and basic understanding of Business Process Improvements and its benefits

  • Knowledge of analysis tools, methodology and best practice and will be able to apply structured analysis on assigned projects
  • Comfortable talking to people across management levels and skill sets
  • Attention to detail and the ability to identify edge case scenarios
  • Previous experience in similar role working on complex, corporate systems
  • Knowledge of BI products and related user needs is a plus

Key Responsibilities

  • Carry out the full BA lifecycle, i.e. needs analysis and scope definition, planning and monitoring, requirements elicitation, supporting the quality assurance efforts
  • Challenge and flesh out the business case
  • Build a relationship with the development team and stakeholders and using it to create a shared understanding of problems being solved
  • Drive the process of discovering available alternative solutions and selecting the right solution based on business and technical constraints and opportunities
  • Translate initial product management input into fleshed out user stories in co-operation with clients, developers, QA, sales team, UX, designers and other internal or external stakeholders
  • Provide insights necessary for effective prioritization of the backlog and frontloading value
  • Support the development team with a business driven perspective on the scope (why are we doing this) and facilitate the process of discovering solutions to technical problems (how can we do this)
  • Support the QA process by assisting in creating acceptance criteria, facilitating the UAT process etc.
  • Create and maintain a product knowledge base to be used as a single source of truth for all technical and business teams
